It sounds like you have a virus that is disabling certain processes in Windows.
    1. Download MalwareBytes here:http://download.cnet.com/3001-8022_4-108…
    2. Install MalwareBytes when it has finished downloading
    3. Open MalwareBytes
    4. Make sure ‘Perform quick scan’ is selected
    5. Click ‘Scan’
    6. MalwareBytes will scan your PC for infections
    7. When the scan has finished, make sure all the infections it has found are selected
    8. Click ‘Remove Selected’
    9. When the remove process has finished, you may have to do a restart of your PC
    10. This should have removed the infection that was disabling access to various elements of Windows

I did have the same problem.
I dont know the reson. But you have not the permission to acces this previleges.
    The administrator have.
So. You can use the adiministrator acount.
In the welcome screen, press crt+alt+del two times.
In the user, type administrator, and log in with no password.
Then try to use the task manager and the regedit and you will see that the administrator have this permitions.
So, you can create a new user to you. Is the user is a administrator, it will have this previleges.
If in any time this new user lose this previleges, or, you live with the problem, our, reinstall your system.
